It searches several independent channels in the local language, including search results, national media, advertising and mobile app stores, checks every result against the official register and traces findings back to the operator behind them.
Does Helios automatically declare a site illegal?
No. The method distinguishes unapproved from confirmed illegal, and every finding is reviewed by a human analyst before it enters a report. The determination remains the regulator's.
What evidence comes with a finding?

Europe's illegal online gambling market: 28 markets, 978 sites, an estimated 12 billion euros

For the Euromat study produced by Regulus Partners, Helios identified the sites actively marketing to players in each of 28 European markets, in local languages, and cross-referenced them with third-party traffic data. The market is estimated at around a quarter of all online gambling in those markets, roughly three times its 2019 size.
