Who is Helios?
Helios is a European regulatory intelligence company. It helps gambling and media regulators and their enforcement teams discover the unlicensed operators and unapproved services targeting their jurisdictions, from publicly available information, with every finding verified against the official register, confirmed by an analyst and recorded as evidence. Its discovery work underpins market research on illegal online gambling, including the 2026 Euromat study across 28 European markets.
What we believe
- A regulator should be able to name the operators reaching its market, not estimate them
- A finding is only worth recording if it can be shown, months later, exactly as it was seen
- Automation does the watching; people do the judging. A shared signal is evidence, not proof

How we work
Helios is a small team of analysts and engineers. Engagements are scoped per jurisdiction and per period, run across several independent public channels, and reviewed by an analyst before delivery. The same method, run across 28 European markets, produced the discovery behind the Euromat study of Europe's illegal online gambling market.
